Yes, that's why I asked, if the power draw isn't so high, then 'running hot' suggests its deliberate lack of thermal sinking, and that's not the ovenized parts.  I do not know this machines' long term reputation, have they been known to be reliable, 10+ years or so in service?  Too hot to touch is typically over 50C, but the closer it is to 100C or more, as a rule it shortens service lives relative to one kept nearer to 50C.

On thing that i wondered is why they become so hot. The power consumption is not very high ( compared with an amplifier or so and 40VA is not huge) there are no cooling things like ribs, sinks or fans. 

Good tip about the feet someone gave, mine did not have feet, it was a rack mounted unit, it could be ex belgium militairy. The guy I bought it from sell a lot ex armey stuff and my esi resistors and esi KV devider from him are also belgium army ( they had calibration labels)
