AFAIK Ebay (at least in the UK) doesn't include postage in its final 
value fee, where postage is specified separately that is. It takes its 
bite of that particular cherry via the PayPal charge.

There is, however, (not so) subtle pressure to get sellers to offer 
"free" postage where Ebay *does* get to take a slice of the postal charges.
