[time-nuts] TAPR TIC Upgrade?

In theory, making a new TICC that ran on an RPi could provide
significantly more measurements per second, and more convenient I/O, but
wouldn't affect the quality of the results.

I've thought a bit about an RPi-based TICC, but it's a significant
redesign effort for limited gains.
