Not by much, though. In terms of infrastructure you need, you are
pretty close to a fountain: Advanced laser system  with multiple
frequencyies locked to an external reference with sub-100Hz linewidth,
magento optical trap, high vacuum, specially crafted RF cavity,...
The only major difficulty missing is the launch of the atoms, which
requires precise control of the laser strength and frequency.
And for testing one can run it using Rabi interrogation instead of
Ramsey, which makes things easier due to having only a single peak.

But yes, out of all the primar standards, this is probably the easiest
design to build with todays technology. But mind you, it would still
take a couple of years of experimenting to get it working.
