You want 'gpsd' which can collect RINEX files for you, and then run them through

	https://webapp.geod.nrcan.gc.ca/geod/tools-outils/ppp.php

Where you remember to pick "ITRF" output.

If you need to convert the result to any other coordinate-system or
projection, 'proj4' is your software.
