You mean the ones that magically appear in all the installed gear?

When the FCC allocates spectrum, do they say anything about how long that slot 
is good for?  I'm interested in both formal and informal "guarantees".

I assume similar problems have come up before.  Is there any precedent?  Or is 
it all political muscle at the time?
