what frequency range do you need?  the venerable 8664A is 100k to 3G.
Just so folks know what phase noise you're shooting for:
at 1 GHz, -110dBc @ 1kHz out, -135 @ 10kHz out, -150 @ 100k, -160 @ 1 M
